The former Esri national account manager, who helped the U.S. Air Force build its GeoBase enterprise GIS, will grow the BES data program that delivers live data straight into ArcGIS.
ARLINGTON, Va., October 27, 2026. Bent Ear Solutions (BES) announced that Terry Martin has joined the company as Data Services Sales Executive, where he will support sales of BES’ growing data services portfolio and connect customers with real-time feeds that power situational awareness. Martin brings more than 30 years in geospatial technology, including 17 years at Esri and nearly 9 years directing federal business development for geospatial services firms.
BES’ Data Services program turns live power outage, risk intelligence, and flood data into ArcGIS-ready layers. Agencies and critical infrastructure operators pull the feeds straight into their existing GIS environments, with no integration project required. Martin joins as the program expands with new feeds and data partners.
“Data Services started with a single power outage feed. Today it carries several, with more on the way, and that growth is opening doors with agencies and partners we’ve never worked with before. Terry has spent decades in those rooms. He’s the right person to help us turn new conversations into lasting partnerships.”
Three decades of building GIS programs with public agencies
At Esri from 2000 to 2017, Martin served as National Account Manager for U.S. Air Force Installations and Environment on the company’s Defense team. He partnered with the Air Force and its consultants to plan and build GeoBase, the first standards-based, global enterprise GIS for the U.S. military. Its “One Base, One Map” framework gave every Air Force installation a common GIS baseline, an approach the Department of Defense later extended to installations across military services. He later managed Esri’s relationships with major water utilities and developed a “Cockpit” approach to designing GIS-based operations centers.
From 2017 to 2023, Martin directed federal business development at Locana, formerly Critigen. During his tenure, he won contracts with the National Geospatial-Intelligence Agency, the Department of Homeland Security, NASA, and a national emergency response web mapping application for the Department of Transportation.
Martin began his GIS career building the U.S. Army’s first GIS deployment for Superfund and base realignment cleanup at Fort Devens, Massachusetts, working with the EPA, the Massachusetts Department of Environmental Protection, and the U.S. Army Corps of Engineers. Before that, he founded the conservation and education department at the Santa Catalina Island Conservancy, where he secured the grant that established the island’s first GIS. He holds a bachelor’s degree in biological sciences from the University of California, Santa Barbara.
“I’ve spent my career helping agencies stand up GIS programs, and the same challenge came up everywhere I worked: getting current, reliable data into their GIS. BES delivers that data as layers that work in the ArcGIS environment an agency already runs. That’s a big part of why I wanted to join this team.”
How Martin will support Data Services
Martin will work with operations teams that need live data in their GIS, from outage visibility during a storm to risk and flood intelligence ahead of one. His background in federal procurement and small business teaming gives BES added depth as it grows Data Services in current markets and expands to new ones.
