ROLE DESCRIPTION
BES is seeking a senior-level Project Manager with deep experience leading very complex, client-facing projects from initiation through delivery. Experience in public safety, emergency management, law enforcement, or utilities is a plus.
In this role, you will lead end-to-end project delivery for data and technology solutions that support mission-critical operations, including monitoring, analysis, and reporting functions. You will be responsible for building and sustaining trusted client relationships, coordinating cross-functional teams, and ensuring the delivery of high-quality, outcomes-driven solutions.
This position requires strong project leadership, the ability to operate effectively in complex and fast-paced environments, and a high degree of flexibility. Occasional evening and weekend availability may be required based on client needs and project demands.
RESPONSIBILITIES
Project Leadership, Vision & Delivery
Lead project teams using BES methodologies and frameworks, grounded in a strong understanding of client mission and organizational goals.
Bring forward a clear vision for project outcomes by identifying opportunities to improve client effectiveness through better use of technology and process.
Manage teams with varied skill sets and experience levels, ensuring alignment around scope, priorities, and desired outcomes.
Own overall project success, including quality, performance, and adherence to contract requirements.
Oversee development and QA/QC of all deliverables to ensure high-quality, client-ready outputs.
Foster a collaborative, high-performing team environment that supports engagement, accountability, and shared ownership of results.
Provide direction, mentorship, and ongoing feedback to staff to support both performance and development.
Ability to form strong relationships and trust with other firms working in our client’s environment.
Client Relationship Management & Engagement
Serve as the primary point of contact for clients, building trusted, long-term relationships with key stakeholders.
Understand client dynamics, organizational context, and leadership styles to tailor communication and engagement approaches effectively.
Set, manage, and reinforce clear expectations related to scope, deliverables, timelines, and engagement experience.
Translate client needs and nuances into actionable project plans that drive engagement, decision making, and outcomes.
Facilitate client, stakeholder, and team meetings designed to achieve clear, defined outcomes and advance project progress.
Project & Financial Management
Manage large-scale or multiple concurrent projects by scoping work, allocating resources, and ensuring timely delivery within budget.
Track and report progress against scope, schedule, budget, and utilization targets.
Manage all financial aspects of projects, including time tracking, invoicing, expense management, and status reporting.
Develop and maintain project budgets.
Prepare and submit invoices in accordance with contract requirements.
Ensure all project documentation is properly stored and maintained in accordance with organizational file management standards.
Business Development & Organizational Contribution
Identify organic growth opportunities within existing client engagements and project work.
Support proposal development and contribute to broader business development efforts within assigned accounts.
Provide input into marketing, positioning, and client strategy efforts as needed.
Contribute to internal process improvement and help strengthen delivery frameworks and organizational effectiveness.
Identify training needs and growth opportunities for delivery staff and encourage professional development.
KNOWLEDGE & SKILLS
Proven experience leading large projects and cross-functional teams in a consulting or similar environment.
Strong client service orientation with the ability to build trusted relationships and deliver outcomes that meet client needs.
Demonstrated ability to manage multiple priorities, deliver high-quality work, and keep projects on track in fast-paced environments.
Strong communication skills with the ability to translate complex ideas into clear, actionable messages for clients and stakeholders.
Experience engaging with senior leaders and executive-level stakeholders.
Strong problem-solving skills with the ability to operate effectively in ambiguous or evolving situations.
Experience with project financials, budgeting, and project management tools (e.g., tracking scope, schedule, and budget).
Exposure to or interest in Esri technology and/or geospatial consulting environments (preferred).
A growth mindset with a desire to learn, take on new challenges, and expand capabilities over time.
EDUCATION & POSITION REQUIREMENTS
Bachelor’s Degree
Minimum of 10 years of project management experience in a client facing environment
GIS experience is a plus
Familiarity with Microsoft products and Smartsheet is a plus
Ability to obtain a Top Secret-level security clearance
Must be located in the Washington, DC area, be able to work onsite, and have a willingness to travel. Onsite requirement is 70%.
Salary range commensurate with experience: $150,000 - $210,000

BES is seeking an analyst to provide direct support to a federal client that is responsible for monitoring, collecting, analyzing, and reporting on incidents that could impact, or are currently impacting, operations.
The Analyst should have a fundamental understanding of open-source research and the ability to navigate and investigate key areas of the internet. Analysts at all levels must be able to process data efficiently and communicate findings clearly, confidently, and quickly to colleagues. While the role requires the ability to work independently, collaboration with team members and stakeholders is essential to achieving the best outcomes. Given the dynamic nature of this work, the ideal candidate must be adaptable, flexible, and able to respond to shifting priorities, processes, and task requirements.
RESPONSIBILITIES
Perform extensive research and analysis in key areas of the open-source and deep and dark web.
Process data and information and clearly communicate discoveries to their colleagues with confidence, clarity, and speed.
Deliver reports and presentations in a thorough and professional manner.
Support the implementation of OSINT policies and procedures.
OSINT query-building and ongoing monitoring.
Advise and provide input on policies and operational considerations.
Provide direct support to a federal client responsible for monitoring, collecting, analyzing, and reporting on incidents that could, or are currently, having an impact on critical client operations.
KNOWLEDGE & SKILLS
Understands how to review, revise, and report data and information, including items that may be sensitive in nature.
Ability to perform objective research and apply basic analytical techniques.
Capable of applying logic and reason to tasks and new or complex situations.
Ability to engage with stakeholders and partner agencies and be trusted to adequately represent the organization and client.
Capable of both receiving and providing constructive feedback in a professional manner with team members, leadership, the client, and stakeholders.
Experience coordinating with and briefing senior officials.
Ability to work a flexible work schedule.
Must possess basic computer skills, including use of MS Office products and telework technology.
Advanced writing, communication, and presentation skills.

PREFERRED EDUCATION & POSITION QUALIFICATIONS
Bachelor’s Degree in Intelligence, Emergency Management, Homeland Security, or a related field required.
1 – 3 years of experience in related work preferred.
Willingness and desire to learn new skills as our small company dictates throughout its growth.
Ability to work 40 hours or more a week as required by workload.
Candidates must be located in the U.S. due to employment and payroll requirements.
Applicants must be authorized to work in the United States.
Ability to obtain Top-Secret Security Clearance.
