Christopher Vaughan is a nationally recognized leader in disaster intelligence and geospatial analytics with more than 20 years of experience operating at the intersection of technology, infrastructure, and emergency management. His work focuses on transforming complex geospatial, infrastructure, and operational data into scalable, decision-ready intelligence that supports resilience, disaster response, recovery, and strategic planning.
Vaughan previously served as the first Geospatial Information Officer at the Federal Emergency Management Agency, where he led the development of FEMA’s geospatial enterprise and helped institutionalize the use of advanced analytics, remote sensing, and operational intelligence across national disaster operations. During his tenure, he built and scaled FEMA’s geospatial workforce, established enterprise frameworks for geospatial integration, and supported major national incidents through data-driven decision support.
As Founder and CEO of Balor Analytics, Vaughan leads initiatives to integrate satellite imagery, aerial data, infrastructure signals, hazard modeling, and AI-enabled analytics into unified operational platforms. His work spans disaster intelligence, infrastructure resilience, digital twins, and Data-as-a-Service (DaaS) solutions designed to improve situational awareness and support faster, more defensible decision-making in complex environments.
Vaughan has extensive experience bridging public-sector operations, private-sector innovation, and emerging technologies. He regularly advises organizations on the practical implementation of geospatial intelligence and AI, helping align technology capabilities with real-world operational needs across government, utilities, infrastructure, and international resilience initiatives.
His current work includes advancing digital twin concepts aligned with FEMA Community Lifelines, infrastructure interdependency analysis, supply chain intelligence, and scalable geospatial data integration strategies that support both domestic and international partners.
